Is it a bad idea to have a region or subregion with no associated topics?
I've read a little about the SE social contract and I still have a bit of trouble understanding it.
My understanding is that the scope of SO is essentially the whole Internet, which is not a bad thing, but what if a region of the Internet does not have a set of topics or has a set of topics that is not easily generalized to the whole Internet?
This seems to be a problem that SE sites are faced with often and I'm sure that there's plenty of discussion around it on meta, but is there a canonical answer?
I'm interested in the perspective of the folks who make the decisions on what to do about it (or not to do about it).

You're right, this is not a good idea.
Why?
Because it becomes extremely difficult to evaluate the questions and answers in those regions.
They could easily become a dumping ground for the questions that the original regional community is not able to handle (e.g. because of a lack of expertise).
